2 questions

1) when were those measurements taken (when is 1145 UTC in relation to EST)

2) Dorvak i know relates to intensity, so what does 5.0 equate to roughly in terms of pressure and wind speed

11:45 UTC was 7:45am EDT.

5.0 I think is 80-85 mph winds.

Means that Jeanne is still a Cat 1 hurricane instead of downgraded to a TS
