Boat owners responsibilities?

This is more of a maritime law question than a meteorology question but here goes; what legal responsibilities do owners of boats have concerning damage or navigation hazards caused by private vessels at the mercy of storm winds/surge? If your boat is sunk in the Intracoastal or a bay/sound/bayou/harbor? If your boat is on top of your neighbors house?

Hmmm...Interesting question. I know that the Marina is not responsible for the individual boats, it is up to the boat owners insurance to cover the cost of a loss. I would imagine the same thing goes when the boat damages someone elses property or needs to be salvaged out of the water. If no insurance, out of pocket?
