when dose it kick in miami

ok i live in miami and my news keeps saying the storm will make winds 40-50 mph and gust to 60 but right now the winds are like 10 mph even when the hurracane is very close i dont know when this wind picks up but around 10:30 there was allmost no wind ??? why and when will the wind pick up

If a last minute southerly bobble doesnt occur. Miami will see very little.
