I haven't had a problem with NWS Ruskin here in the northern portion of the their coverage area on 162.400 MHz.

From time to time transmission problem occur. They don't usually last as it has for you.

Some early morning I can pick up the southern portion of their coverage area on I believe 162.475 MHz (maybe it's 162.550 MHz), which is the frequency I get for the Melbourne/Orlando broadcast.

The phenomena you MAYBE experiencing with picking up distant signals sometimes better than local singals is called "skip" "Skipping" consists of radio waves bouncing off the ionosphere (usually due to high pressure). The result is that the FM/VHF bands (MHz) almost act like the AM (KHz) band at night.

This can happen with over-the-air television also.

Now, there is a possibility that they have technical problems. If that's the case, they may want get those taken care of on the double.  ;)
