Seemingly for a week now.

Still stands a chance to become a cyclone if the shear relaxes.

I dunno about that one if you mean 97L. It looks like its undergoing alot of shear right now and for the short term future.

Yes it has been under not so favorable conditions but it has fought dry air and shear and still it has hung on.

Maybe it is destined to do ramp up soon.

97L has a nice circulation, but is getting sheared to death, plus lots of dry air.

With that said, the system has prevailed despite hostile conditions, and
is moving toward more favorable conditions. He'll be a fish if he forms.
