Chances are I am taking a less than educated guess that sounds good because 10 years ago I stole Mike Watkins book 'The Hurricane and its Impact'. I hope that doesn't get too much publicity down there, that shows no effects from waves/surge coming over the levees, or even the levees breaking. If they released a map now showing all of downtown NO dry, then I think many more people would forgo the evacuation.
