A surface circulation displaced from the heaviest bands of convection north and northeast of the center some 35-40 kt winds.

The convection is moving northward, away from the center due to moderate wind shear. But expect convection to continue to form near the center (its already happening). The winds are rain contaminated.

Agree that we have some level of a closed cir (would like to see a more west wind before I call it.
