Some news media were reporting Rita as a category 3 at around 10:30... what was their source?

But at 10:30? The official advisory didn't come out till 11. Or was it early?

The time stamp on the advisories are the top of the hour. They are generally released anywhere from 15-30 minutes before that, unless something is being waited on (Recon reports, etc.)

Thanks for your help. One final question, where can I find the early releases? My experience with the nhc.noaa website is they are usually one to two minutes after the hour. Where can I find it 15 to 30 minutes before the official release time?

I think the quickest way is to sign-up for their e-mail advisories. I don't have the addy handy, but I bet Brent does. 8-)

http://twister.sbs.ohio-state.edu/text/tropical/atlantic/advisories/

Newest at the bottom, oldest at the top.

EDIT: Usually they're posted at least 15-20 min prior to official issuance time, discussions not till 5 min on either side of the adv. time.
