Another EPAC dud?

Well, TD 6-E has formed, but the NHC doesn't expect it to become a hurricane at all. In fact, only strengthening to moderate TS is what they're calling for. If this verifies, it'll be the 6th EPAC storm and will put the basin at 0 and 6 in number of hurricanes for 2003. Will this have a positive effect on the Atlantic hurricane season?

I believe that it has been pretty well established that the number of EPAC storms/Hurricanes has no impact on the Atlantic Basin. The impact, if any comes from moisture flowing across Mexico from the EPAC area or from the occasional tropical system that makes it into the BOC or GOM after crossing Mexico. I remember reading something on this either here a lot earlier in the year before Hurricane Season started or at some other site.
