advisory timings. lol

do japanese (JMA) and chinese (JTWC) come out at 10 or 11 pm?
same goes for Australia, SPAC islands, and hawaii.

Usually, all advisories globally are issued at 00, 06, 12, and 18Z. Otherwise, they are issued at 03, 09, 15, and 21Z (like the NHC/CPHC).

JMA issues at 00, 06, 12, 18 with intermediate position and intensity updates (no change to forecast) at 03, 09, 15 and 21. JTWC and CPHC issue per the NHC at 03, 09, 15 and 21.

no...GMT stays the same...it doesnt change...that is why you have to subtract 5 hours sometimes and at other times only 4 hours to get the Eastern Time...

Exactly. All tropical advisories are issued based on UTC. Matter of fact... most meteorology in general is done in UTC. That's why it's a MUCH better idea to monitor tropical cyclones in UTC than in Eastern Time--it's more uniform since DST isn't involved.
