I set the countdown at UTC time meaning when 7:00 PM EST arrives in the east coast,it's midnight or 00:00 UTC time.On March 11 when Daylight Saving Time starts the time of change will be 8:00 PM EDT.

Every May 31 in the past few years,the chatroom has got crowded as the members go to chat and wait for midnight to arrive,a kind of New Years eve.And this May 31 will not be the exception.
Are time zones taken into account? Not sure how to word it exactly.
