TUTT Low Outlook?

TUTT Low Outlook?
The Caribbean had a "shield" over it most of last hurricane season because of an unusually prominant TUTT Low which caused the UL winds to be strong over the Caribbean. It's not unusual for TUTT lows to hang around until about late August but last year was different. TUTT lows should migrate westward and weaken in a typical season. Will this TUTT low be there this year and how strong? Thoughts?
