TUTT Low Outlook?

The Caribbean had a "shield" over it most of last hurricane season because of an unusually prominant TUTT Low which caused the UL winds to be strong over the Caribbean. It's not unusual for TUTT lows to hang around until about late August but last year was different. TUTT lows should migrate westward and weaken in a typical season. Will this TUTT low be there this year and how strong? Thoughts?

I think that TUTTs are common during El Nino years during hurricane season. With neutral- la nina conditions I don't believe there will be strong TUTT lows
over the caribbean or bahamas. That means that low windshear is likely over those areas.
