I really don't think there was any nefarious intent here (as some on various blogs have suggested.) Google still has the post-Katrina images online here so it's not like they're suddenly trying to pretend it didn't happen.
My guess is that the older pictures were higher resolution, and somebody made the not-to-clever decision to put them in the database for that reason.
Ideally they would update areas affected by big events like this more frequently, but I have no idea the budget impact or other practicalities of such a policy.
