FEMA is NEVER ready. Look at their incompetence record and outright waste of resources.

FEMA's wainting for the next big disaster that makes them look stupid so that they can give the planners more busy work to do. Remember Government Efficiency is an Oxymoron.

Here is my experience with FEMA after Hurricane Katrina. While loading drinking water into my van, I was approached by two nice looking guys wearing nice clean clothes with FEMA logo on shirt. I was a wreck, having been cleaning up debris. They stopped to ask if I needed any help or assistance. Sure I said, you can help me load this water in my van. Their response...."Sorry but we can't help in that manner." They smiled and walked away. Last I saw of FEMA.......MGC

The best handling of Katrina by government agencies overall probably came at the municipal level...

FEMA as has been mentioned many times in the past needs to be removed from Homeland Security. It also needs someone like Witt to run it again. Back then FEMA worked now it doesn't.
