any thoughts about link problem

I get this when I go to this link Forbidden
You don't have permission to access /~arnottj/cgi-bin/nogapstc2.cgi on this server.

Additionally, a 403 Forbidden error was encountered while trying to use an ErrorDocument to handle the request.

Apache/2.0.52 (Unix) PHP/4.3.10 Server at bricker.met.psu.edu Port 80. any thought or are you guys having the same problem??
