well, I've been reprimanded before over similar issues "of the heart", as I'd say, but, in the NHC Director's position, sometimes, a little bit of sincere diplomacy goes a long way.

I'm not one for insincere diplomacy, or, in other words, when someone makes nice statements that they know they will never act on (known as a lie), but, in this case, perhaps the Director should have said, "Well, our Agency does need the additional funds, but, we are also very proud of our Agency's long history, and hope that our making this known helps the public to understand better our mission in atmospheric and oceanic forecasting and research"

Or, something like that...

If some here watch the program MASH, they might compare what the NHC Director said to an episode where Hawkeye and Trapper embarrassed General Mitchell during a press conference, in order to obtain a much-needed incubator - they were also reprimanded, by the way...
