The mayor doesn't matter. The governor can declare martial law and then no posse comitatus

Been talking to my buds at Bragg and it is more like 10,000
The 700 is only one battallion. Each Battallion has support elements.
This is what I have been refering to as the "READY BRIGADE"
Deployment within 12 hours anywhere in the world.
