Lease Agreements
CNN just had a program where a man in Atlanta gave refuge to his family members from Louisiana and the landlord wants them out. First the landlord has no heart although it would seem like they could have come to an appropriate financial arrangement to compensate for the extra water and garbage fees. My question is can the Congress or President do anything in this kind of situation? Place a moratorium on lease agreements with this clause as it pertains to the evacuees?

There may be city ordinances that the landlord has to abide by regarding the number of people living in one apartment.
I vaguely remember that city council here in Raleigh wanted at one time to pass an ordinance to llimit the number of non-related persons living in rental apartments, townhomes or houses. I believe it was voted down b/c the local university students and landlords (who rented apartments and houses near campus) strongly objected.
