Unfortunately, this is only the beginning. This is going to turn out to be a very bad decision - they don't know what they've gotten themselves into. Just my opinion- I don't think they've really thought out the long term implications of this.

This will be a highly-monitored situation. Houston is the fourth largest city in the United States and has vast resources. 25,000 refugees is a small fraction of what this community can handle, even if they are doing more than their share.

People who relieve themselves in hallways and such will be removed to other facilites. People who fight or break other laws will be incarcerated, in tents in guarded camps if necessary.

Houston will not allow the decent people who are arriving at the Astrodome to continue to be victimized and degraded. It just isn't going to happen.

This is a very different situation from the Superdome, and, yes, is managable. In New Orleans, without enough law enforcement and nowhere to put the criminals, what could be done with them? On the other hand, in Texas, they can be busted and hauled off to justice.

Guess what? Our county jails are overcrowded already. If a case of mass lawlessness breaks out here in Houston, I truly don't know where we'd put them.

It isn't necessary to keep them locally. Prisoners can be and are shipped to the next available jail cell, whether that's the next county or the nest state, all the time. And I'm pretty sure it won't be all 25,000 who are going to need to be locked up.
