Yes but is this REAL martial law that can only be declared by the President or Congress? OR that joke of a phrase martial law that he declared a little while back? His version only allowed suspension of alcohol, firearms, etc sales... and a few other things like forced evac.

If its REAL martial law, the natl guard no longer has any control or use there, the REAL military is on the way, and a lt col or such will be in full charge.

You can bet that in New Orleans, there will be a general in charge. This is an enormous effort, and nobody below a high command level will be making the big decisions there. That's why they are generals.
