Most all of these people that have been displaced to states far and wide all dream of returning home some day. Since the unemployment rate still remains fairly high overall, doesn't it make sense to have the construction jobs offered to the displaced? Families can remain in areas where they were transferred to while the clean up efforts are being done and until the area is declared safe by all the powers that be.
The guys/gals can take the risk - similar to joining a private company in war torn areas sent in to rebuild - being well informed of all the danger and make a good decision about whether or not they would like to make money, have employment, etc.
The government hires private people on temporary contracts all of the time. Louisiana had lots of skilled laborers/electricians/plumbing/etc. I think we should let them help rebuild the city if the opportunity arises and they want it.
Wouldn't it be feasible 4 locals to be employed rebuilding?

It's absolutely possible and likely that locals will be used, thousands of them. But from the comments I've been seeing there are a lot of people who don't feel that NOLA offers anything much for them any more. Either the memories are too painful, or they aren't willing to sacrifice the motion of their lives while a nearly mortally wounded city struggles to get back on its feet.
