I'm not surprised after the interview the other day concerning the police officers stealing and drinking at that hotel. Also, residents reported that they broke into homes and stole things. I didn't buy his explanation at all.

Just saw a piece this afternoon (Discovery), detailing the rampant (and historically chronic) corruption of the New Orleans Police Department, despite all efforts to bring in outside administrators to clean things up. The documentary was made in the late 1990's, but it appears little has changed since then.

from what I here the state is the third or fourth most corrupt in the US according to some report that was done awhile back. Wish I could remember who put it out. I think it was a University.

No, it was a yearly report published by the National Institute of Justice, specifically detailing major-city departments...they keep tabs on such things. And, if I recall, Chicago and Detroit were in the running for such dubious "honors" as well.

As to Louisiana in particular, much of the perceived corruption has something to do with the fact that, unlike every other State in the Union, LA law is based, not on the Constitution, but the Code Napoleon (1801-1814), which was in force at the time of the Louisiana Purchase. The manner in which the old French system is set up lends itself to abuse by local and state politicians...I'll have to research this further, and get back to ya.

Just an observation, not based on anything he said, but I hope the guy isn't suicidal. When I saw him on the press conference, he had such an empty look in his eyes and a flat affect. It was eerie.
