Climate maps?

I'm wanting to start looking at the upcoming winter and I've seen in the past folks posting maps of the U.S. from previous time periods/years with climate data to show if a certain state was warmer than normal or wetter than normal or whatever.

Can these maps be accessed for free from the National Climate Data Center? What would be the link as I've tooled around on their site but couldn't find anything but this year's maps/data.
