Experts, please correct me if necessary ... I'm just picking this up myself

Sample from yesterday:
2023 1241N 06149W 00305 5031 169 027 246 218 027 00285 0000000000

2023 - Zulu time (20:23)
1241N - latitude (12.41 N)
06149W - longitude (61.49 W)
00305 - plane's altitude (305 meters ~ 1000 feet ... typical flight level)
5031 - d-value (I'm not sure about this)
169 - wind heading (169 would be from a little east of due south)
027 - wind speed (27 knots) --- is this one the 30-sec average?
246 - temp (24.6 degrees C)
218 - dew point (21.8 degrees C)
027 - wind speed (27 knots) --- I think this is the max 10-sec average(?) -- I know it's the "important" one
00285 - altitude of plane's radar (285 meters)

So, how close am I? :)

I think the biggest question with the system right now is if it is closed or not. If so.. it is gonna be a storm. It is hard to imagine it isn't with a convective pattern like that... especially with a lot of other pieces of data pointing in that direction (quikscat, conventional satellite, microwave estimates etc). In any case.. what's the fastest link for recon data out there? Many thanks...

Ortt says they haven't found evidence yet of a closed circulation on satellite...although recon may help. I hope they don't have to work as hard today to find it as they did yesterday...

and it also has to have deep convection completly surrounding the center for them to upgrade. But I was saying it had TS winds.

They haven't reached the point where the 11 AM advisory had the position.
