I found the answer to that question here:

When they arrived at the shopping centre, Ms Costa went inside and hired the chairs, which were escorted to the car park by a security guard. The guard had changed by the time they wanted to leave.

Westfield pays compo for crawl

MELBOURNE, Aus. (The Daily Telegraph) - Two brothers have settled with Westfield, after they were forced to abandon centre-owned wheelchairs as they left Melbourne's Fountain Gate shopping centre.

Tony and Ross Costa have muscular dystrophy.

After a visit to Fountain Gate, the Mildura men were told by a guard that they could not take the centre's wheelchairs into the car park.

One of the men had to crawl, while another was carried to their car by his sister.

The men's brother, Charlie Costa, says the pair were considering taking the matter to the Equal Opportunity Commission.

He says they have accepted Westfield's offer to pay $50,000 to the Muscular Dystrophy Association.

"Tony and Ross's whole aim was it's not about compensation, it's about dignity for themselves and other people and making the public aware of the whole situation and the rights and wrongs," he said.

Westfield has since changed its security policy on wheelchairs.
