I don't know all of the details yet but he was armed as well and the tank was full. A little strange, don't ya think?

It was an external gas tank strapped right on top of the hood. Fox News has been covering it off and on as info comes in. The driver had unregistered ammunition (in DC, ammunition has to be registered). He has been arrested. He was not cooperative and would not give any information. He acted very suspicious.
