Online Poker Question - SERIOUS POST - not spam

My 20 year old nephew emailed his parents two days ago with the news that he is no longer attending his college classes. Why? So he can be a "professional" poker player. Furthermore, he announced his intent to set up a business in either Panama or Costa-freakin'-Rica in six months!

Obviously, the entire family is up in arms over nephew's decision. He is convinced that everyone else in the world who works for wages are just dupes and he's so darn smart and can "get rich" while sitting on his rear end in front of a computer. The online gambling became a problem in his senior year in high school, and once he went off to university and had some freedom - this happens.

Does anyone have any solid information on the legality of setting up an online poker business? All I know is that Panama and Costa Rica are used as incorporation countries in order to evade US taxes. If Nephew actually pursues it that far, he'll end up dead or in prison. We just don't know what the heck to do or say to get it through his head that he is not only throwing away an education that's been handed to him on a silver platter, but possibly his life as well.
