The example route is a path on US 101 in the San Francisco area - look at how many of those bridges are listed as "functionally obsolete" despite their evaluation scores!

A very heavily trafficked bridge on Broad Street in downtown Richmond is listed as "Meets minimum tolerable limits to be left in place as is". Sadly, the city maintains the roads within its own limits (and not VDOT), so it would take the bridge coming close to collapsing for them to replace it.
