Yes, this site is a "statistical game". It merely multiplies the number of persons the census says have a certain first name by the number of persons with a certain last name to come up with its figures, making the obviously incorrect assumption that all given names are equally distributed among all last names. So the site will tell you there are 2,386 people in the USA named Jose Garcia and 2,151 named Jose Rodriguez, but also says that there are 9,449 named Jose Smith and 7,608 named Jose Johnson. This is an obviously silly result.
