Man Shocked With Stun Gun 9 Times Dies

#1 Postby alicia-w » Wed Feb 02, 2005 8:07 am

This stun gun thing is getting entirely out of hand!

A county inmate died after being shocked nine times with a stun gun, authorities said Tuesday.

Jail officers used a Taser gun four times to subdue Jeffrey Turner, 41, after he banged repeatedly on a security window of a first floor cell Monday night, Lucas County jail administrator Rick Keller said.

He had been shocked five times while being arrested on charges of loitering, resisting arrest and obstructing official business, police said.

Keller said Turner was still responsive after he was shocked the final time. A few minutes later, however, a jail nurse was called. Turner was later pronounced dead at a hospital.

The county coroner's office said Tuesday an initial autopsy on cause of death was inconclusive.

The jail has used Tasers about a dozen times since March and no one has required hospital treatment before, Keller said.

These "stun guns" need to be outlawed immediately. It's obvious these things are lethal. How many more will have to die before something is done.

I think the problem with stun guns in the hands of law enforcement officers, is that they truly view them as a strictly "non-lethal" means to subdue humans.

Because these LEO's believe these guns will not result in the death of the person "tasered", they are much more willing to use them than they are their service revolver. Moreover, LEO's are much more willing to use these tasers mulitple times within seconds on that person. Whereas, they would NOT shoot an inmate or suspect multiple times with their service revolver or other traditional weapon in the same manner--unless they truly felt the LEO's life(es) were in jeopardy.

Based on recent multiple reports of deaths associated with taser guns-- from all over this country, I'm inclined to believe that stun guns should be taken from the hands of police.

These weapons are clearly, clearly NOT "non-lethal" weapons. And they've even been used on children as young as elementary school age and elder people as old as 85 or more.

Inappropriate use by LEO's has pushed this issue to the forefront. If law enforcement loses this means of subduing suspects and inmates (and I believe they should lose this option), they've only themselves to blame.

PS. No offense meant to LEO's who frequent this board...but I am more and more opposed to the use of tasers for the reasons I outlined above.

Sadly, I believe there will be many, many more deaths associated with the use of tasers by LE--due entirely to overuse and inappropriate LEO use of tasers.

LEO's need to view tasers as potentially lethal weapons and use them judiciously--if at all.

They should view tasers just like they do their service weapons instead of resorting to tasers as a first line of offense in subduing an unruly or disorderly suspect, inmate or other such person being taken into LE custody.

Just my humble opinion.

I don't see stun guns as the problem...but instead "mis-use" of a normally non-lethal law enforcement tool.

Used properly and within reason, a stun gun isn't deadly. Used within reason, neither is pepper spray...but allow this product to be used improperly, with several overzealous (or sadistic) officers spraying an assailant's face for several minutes, and it's capable of ending his/ her life. I have asthma, and know full well that pepper spray can kill; is very dangerous to people with asthma or other breathing problems.

Before anyone jumps on the "ban stun guns" bandwagon, think about this...think about all the "non-lethal" products out there that can and does kill if improperly used by overzealous or improperly trained individuals. I once saw a young man nearly die of suffocation....after he shot off a couple school fire extinguishers in a high school bathroom. He didn't know they took oxygen out of the air, and inside a small bathroom...his childish prank could kill him (and almost did).

Just as the appalling use of stun guns against small children, the death of this inmate who was shot again and again is an example of poorly trained officers; who either didn't know or did not care that this weapon could kill someone if used beyond reasonable force. I weigh almost 300 lbs, and have been shot with a stun gun....as part of my security training; I know the capability of stun guns to disable even a large man with one shot. I don't understand why 1 or 2 jolts didn't disable the inmate to the point he could easily be subdued; my guess is these jailers didn't care....just as those MP's in Iraq didn't seem to care about disregarding the Geneva Convention rules as they abused, tortured, and killed captured Iraqi POW's in that prison.

As I tell advocates of gun control...DON'T blame the weapon. When a law officer shoots a 10 yr old girl with a stun gun, that's the irresponsibility of a law officer...a law officer who SHOULD know better and be held accountable for his/ her actions. When several jailers use a stun gun nine times on an unarmed inmate and he dies, thats not a stun gun problem....but instead both improper use of a stun gun and homicide.

OK, I'm sorry, but being the wife of a LEO (Deputy Sheriff) I have to speak up for our men in blue. There are always bad apples in every bunch so to ban the use of the taser gun because a "few" officers were negligent in their use is absolutely stupid.

Think about if it was your husband/father/brother/sister/mother/daughter/significant other that was in a situation such as in the middle of the police station or in a jail with 50 other inmates about and your not allowed your gun and this "cracked up meth head" starts going crazy and starts fighting and trying to hurt anybody that is in their way, would you rather they said, hold on, let me get my gun from lock up so I can shoot you, or go ahead and beat the crap out of me and whoever else is around and we will wait till you calm down enough for us to finish dealing with you for the crime you are charged with or would you rather they use a taser to try and control this person before they hurt themselves or your significant other and/or other officers around if there are any.

Police officers are trained in the use of the "stun guns" before they are allowed to use them as they are trained in the use of firearms and pepper spray.

In situations where the taser is used, it normally takes only one hit before that person is down and can be controlled and stopped from hurting anyone including himself.

For someone to be stunned 9 times in one day is a once in a life time chance of something happening.

Can you not see the role it plays in being another tool besides a gun in a police officers every day duties? When you go back behind locked cell doors and there is not another officer with you, you have nothing except your taser and your pepper spray (only if you have been trained and certified to use these items) between you and the inmates. In this day in time all jails are over crowded. Our local jail was built to house 74 inmates, it now holds 220 inmates.......imagine that! They sleep on floors and have bunk beds in their "day rooms" and there are four beds in a cell and then someone sleeps on the floor inbetween the beds. These people have nothing to do all day but try and figure out a way to get out or get depressed because they are in jail and are missing their families and some are drug addicts coming down from their last high. You never know what is going to happen any time you walk past the cell door, but you want to be prepared and to have a weapon besides your mouth and your fists.

Police officers are human and react to each situation with the idea in mind to keep peace and not let anyone be injured in the process. Evidently this inmate was causing harm to himself by banging his head on a window which can cause brain injury. What should they have done? Let him continue to beat his head on the window? I am sure they tried other things before they used the taser on him. Evidently he was out of control if they had already had problems with him that same day. I am sure there is more to the story here than what is printed.

So should stun guns be banished, NO. They are a safe, effective tool for use by police officers who have been trained in their use.

Ok well I agree that there are bad eggs in the law enforcement profession as there are in any profession. But im not gonna go as far to advocate outlawing stun guns and tasers. If you are stupid enough to get arrested and you are even more stupid by resisting arrest or assaulting law enforcement officers you deserve to have your a$$ whipped. or tasered...or whatever the case may be. Plain and simple.

I agree. With the advent of video cameras everywhere for the protection of police as well as the criminal, I personally feel the police can use any and all means to subdue someone if they resist. What's wrong with the use of the baton after using the taser once or twice? Frankly, if I tasered someone once or twice and it didn't have any affect, the judicious use of the baton is in order.
