A clarification on the Pennsylvania fireworks law: There are two classes of fireworks. Sparklers, fountains, and other types with lower amounts of gunpowder are legal and are sold to residents in tents that pop up at every wide spot in the road as july 4 approaches. More powerful fireworks like M-80's, cherry bombs, and even ladyfingers are not legal and are not openly sold.
I don't know about how they are sold to non-residents.
