That is a good point that is very important,because when the dead satellite falls somewhere,someone may steal some debris that may have valuable information.

The data on the satellite itself should not be classified. I would lean more toward the first option.

But the components onboard might provide info to other countries that the gov't doesnt want to risk losing (i.e. parts).
