I, too, cannot understand what would make a person think that such a horrifyingly senseless act is acceptable behavior. So far, my only "answer" is that what else could the reasoning "I'm-going-to-kill-innocent-people-and-then-myself because-I-can't-deal-with-life" be attributed to but severe (and in many cases sudden) mental illness?
Has anyone ever read the novel The Bridge of San Luis Rey by Thornton Wilder? The story was set in Peru during the 18th century. Five people, unknown to each other, cross the bridge at San Luis Rey by chance at the same time on the day the bridge collapses and plunges them to their deaths. A priest struggles to determine why this disaster happened to these innocent people. I remember having to read this book in high school freshman English and not understanding (or caring about) the whole point. However, at the age of almost 58 now living in our modern age where so many such "fateful" situations [such as the shooting of this topic] happen, it might be time for me to read it again for more ideas to apply to these circumstances.

If the whole world was full of nice people, it wouldn't work.
