Dog Massacres in China

SHANGHAI, China -- A second Chinese city plans a mass dog slaughter to control a rabies outbreak, state media said Friday, days after a similar cull in which dogs were beaten to death prompted a torrent of criticism.

Officials in the eastern city of Jining said Thursday they would kill all dogs within three miles of areas where rabies had been found, the official Xinhua News Agency said.

The measure came in response to the deaths of 16 people from rabies in Jining in the last eight months, Xinhua said. It didn't say when the cull would begin or how the animals would be killed. It said the city had about 500,000 dogs.

Rabies cases are on the rise in China, with more than 2,000 people dying from the disease each year. Only 3 percent of the country's dogs are vaccinated against rabies.

Last week, a county in southwestern Yunnan province killed 50,000 dogs after three people died of rabies. The massacre provoked unusually pointed criticism in state media, while the activist group People For the Ethical Treatment of Animals called for a boycott of Chinese products.

Other slaughters have been reported elsewhere in China this year, although the government says it has no standard policy of destroying dogs.

"I think this is completely insane," Zhang Luping, founder of the Beijing Human and Animal Environmental Education Center, said Friday in response to Jining's announcement.

"What's more, this really damages our national image and sets a really bad example to show how lazy and inconsiderate those local government officials are," Zhang said.

Zhang said there were no laws under which citizens could stop the killings, but said she and other animal protection activists were reaching out through the media to try to change policy.

"I think this brutal and cold-blooded campaign should stop as soon as possible," Zhang said.

People answering phones at Jining's city government and epidemic control center refused to comment or said they weren't authorized to release information to media.

The World Health Organization has not directly criticized the slaughters, but WHO experts have said they underscore a lack of coordination and other problems with China's health care system.

The killings have prompted widespread commentary in state media and online forums, with opinions strong divided.

Rabies attacks the nervous system. In humans, it normally results in death within a week after symptoms develop.

Anybody else think this is just plain ignorance and laziness on the part of the Chinese government???

I read the first article earlier in the week and wanted to sob. They are beating dogs on the street as their owners take them out for a walk. How cruel! Can't they even put them to sleep humanely?

I find this current practice extremely disturbing. Our dog (at first I mistyped that, as god!) is a full fledged family member!

Considering other animals besides dogs can transmit rabies, I wonder if they'll go after cats or wildlife, etc.

That's what confuses me about the laws in this city. Any mammal can carry rabies (bats are a major vector) and yet while dogs here have to be licensed and vaccinated, the cats are allowed to roam free with no controls at all.

I just gave our pups an extra hug. This makes me shake my head. It sounds like a couple frustreated, scared, and misguided local officials are behind this. You do have to keep in mind that China is a different placce, with a different culture, and different priorities, but still.....

AMEN and AMEN!!! While on my very short stint as the animal control officer for Pinetop PD when the regular AC Officer was on vacation I came across numerous complaints about "wildcats!" I did a search on Animal Control Ordinances across the state and found that 99.9% of every single town/city within the state of Az. have NO, ZERO, ZIP, NADDA control over "cats". Cats are considered "predatory animals" hence no controls which is a TOTAL crock :grr: I have always believed that cats should fall under the exact same controls as dogs, they should be subject to licensing, shot records and tags! Wild ferrel cats are responsible for the rapidly declining bird populations around the country.

BACKWARDS is the one of the printable words I'm thinking.

Just about every town in NJ requires both cats and dogs to be licensed and to have proof of rabies vaccinations. It doesn't matter if the cat is "indoors" or "outdoors". That should be something that should be considered out in AZ.

look at it from their point of view. china is a huge nation, and while it is making economic progress through an adoption of capitalism, it is largely a backward nation outside of the larger cities, thus they have no immunizations for dogs. dogs have more close contact with humans than any other animal. rabies is a rather hideous disease and i feel given the choice, if protecting human life requires the killing of dogs, what other choice do they have?

its awful they are killing dogs, but until they are economically able to vaccinate all dogs, what other choice do they have?

Thanks Stooge for the link. I signed it and aded my 2 cents as well.

Helen - they need to kill the dogs that have the rabies. I have my doubts that they even know that rabies comes from other sources like rats, raccoons (if they exist there), etc. What the heck are they going to beat to death next???

It makes you wonder what they would do to people if Bird Flu were to become a pandemic in their country. Can you say the word RUTHLESS. It wouldn't surprise me if they bombed cities like in the movie Outbreak. If your heartless to animals it shows a lack of compassion in general.

Unfortunately, the reverse doesn't seem to hold true. I understand that Adolph Hitler was very kind to his dog.

Adolph Hitler was a monster when it came to dogs. Maybe he treated his dog kindly but not others if you know what I mean.
