I can happen, but its pretty rare to get a storm. The NIO has two peak seasons. March and November.

This is now a depression (BOB 0802).
BOB 02/2008/02 Dated : 09 August, 2008
Sub: Depression over Orissa coast.
A depression has formed over Orissa coast and it lay centre at 1730 hours
IST of today, the 9th August 2008, near lat. 20.00 N and Long 86.00 E, close to Puri.
The system is likely to move in a west-northwesterly direction.
Under its influence, rainfall at most places with heavy to very heavy falls at a
few places and extremely heavy falls (>25 cm) at isolated places is likely over Orissa,
north coastal Andhra Pradesh, Telangana and Chhatishgarh during next 48 hours.
Fairly widespread rainfall with isolated heavy to very heavy falls is also likely over
Madhya Pradesh during the same period. Subsequently, the enhance rainfall activity is
likely to shift to Maharasthra and Gujarat.
Squally winds speed reaching 45-55 kmph are likely along and off Orissa and
north coastal Andhra Pradesh during next 24 hours. Sea condition is rough to very
rough along and off these coasts. Fishermen are advised not to venture into the sea.

It would actually be BOB03. There was already a BOB02 in June: http://www.webcitation.org/5YcBGMEsX
Plus, there seems to be no first advisory. The IMD begins with "BOB 02/2008/02".

it's not on the navy site... the navy sure is lazy this year in updating it's site... it doesn't even have TS Phanfone
