Suggestion - Increase flood timer time

This would help with those who post way too fast, like me, to prevent them from posting 3-4 posts a minute and it would also prevent the speed posting and resultant arguments and such. Thoughts?

Good suggestions Joshua but we don't want to discourage posting. During an active hurricane this site will get busy like you wouldn't believe and we need to make sure that people can get information out to others as soon as possible!
