Yep given the recon reports it makes sense that they upgrade it.
The ECM suggests today the rain stays mainly focused on south and doesn't really spread beyond wherei t is now till about 24hrs time.

Unfortunately this computer doesn't have microsoft paint. But the go to http://www.ssd.noaa.gov/goes/flt/t1/avn-l.jpg and put you cursor at 27.6, 90.9 and you will find it is quite close to the heavy convection.

Recon is finding TS winds, that's for sure. The only thing missing is a well-defined LLC. That upper low to its west is preventing the very weak LLC from getting any better organized.

I suspect as Wxman57 said landfall will be in about 48-60hrs followed by it holding steady just near the coast, probably won't weaken all that much till it fully heads inland maybe in 84-96hrs time.
So some areas in SE LA could well see nearly 96hrs of fairly constant showers/rain.
Think 25-30 inches locally is quite possible over a 4 day period.
