1. An area of showers and thunderstorms about 530 miles south of Hilo, Hawaii, was associated with a weak center of low pressure in the intertropical convergence zone. Upper-level winds remained marginally favorable for slow development during the next 48 hours. There is a low chance, 10 percent, of this system becoming a tropical cyclone during the next 48 hours.

I really don't think this is going to develop. Why? Because it's 2013 and also because many invests (97E is an example) have come this way before POOFING. Just my opinion.

IMO it's one of those invests that are declared, but don't form.

Chances are down to zero.

1. An area of showers and thunderstorms about 520 miles south of Hilo, Hawaii, was associated with a weak center of low pressure in the intertropical convergence zone. Upper-level winds have produced an environment not likely to allow significant development during the next 48 hours. There is a low chance, near zero percent, of this system becoming a tropical cyclone during the next 48 hours.
