Looks mostly mid-level, but there is at least a slight surface perturbation with it (at right side of RGB loop).

Buoy obs under the convection... pretty good chance this is already a TC

Follow up on invest #95C. We are once again remarkably lucky that a #buoy was directly in its path.
Buoy 51004 recorded 1003hPa min SLP, sustained #TS force winds, & now is finding SSW winds that have veered sharply from NE 1 hour ago.
#95C is likely a #TropicalStorm.

As if Hurricane Lane wasn't enough, holy cow!
I sure hope people in Hawaii aren't taking the threat for terrible rains and floods lightly. Wow, this thing could even mess with Lane's track a bit, but surely might add to the moisture and enhance the rain potential through 8/25. Gonna be an interesting 36 hours ahead.
