Western East Pacific (EP96):
An area of low pressure well southeast of the Hawaiian Islands is
producing disorganized showers and thunderstorms. Some gradual
development of this system is possible late this week and over the
weekend while it moves generally westward into the Central Pacific
basin.

I'd argue that this is a borderline tropical storm. The LLC is very well defined and convection is mostly covering it...

Approximately 750 miles east-southeast of Hilo, Hawaii (CP91):
Showers and thunderstorms have decreased in coverage over the past
12 hours and the low level center is becoming less defined and
elongated as the system encounters strong shear. The environment
around the system will not be conducive for development over the
next several days as the system moves westward at around 10 mph.
