Looks like the center is near Masbate (98543), 21z synop recorded 986mb mslp

Shell Masbate Depot AWS (Davis Vantage) registered a minimum pressure of 982.9 hPa at 5:12 AM PST (2112 UTC)

The capital got spared from the worst because of a much southern track of Bualoi, a win for the GFS forecast track...

Pretty gusty in Alabang. Had pretty heavy rains in the morning. Expected worse, but our southern neighbors in Mindoro, Samar, Masbate didn't fare as well

Are there any reliable wind measurements from Masbate, Samar, or Romblon? The videos and reports I've seen have been quite bad --- and my amateur eye says this wasn't a TS at all

SAR also indicates a far stronger storm than what any agencies have depicted

OSPO's subjective Dvorak fix for Bualoi @1730z was a T5.0 (up from T4.5) though objective numbers remain lower. Possibly JTWC will designate this a typhoon for the 18z best track point?

Bualoi finally has a decent eye and it's quite sizeable too at approximately 55 km across

NORTHWESTWARD WHILE RAPIDLY WEAKENING AS IT TRACKS INTO LAOS AND
ULTIMATELY DISSIPATES OVER NORTHEASTERN MYANMAR BY TAU 36.
