AREA FORECAST DISCUSSION
NATIONAL WEATHER SERVICE SAN JUAN PR
331 PM AST SUN JUL 7 2013

.DISCUSSION...LOTS OF LOW LEVEL MOIST AIR IS ARRIVING FROM THE
EAST ATTM AND THE DEEPEST WILL ARRIVE LATE. NUMEROUS SHOWERS HAVE
BEEN ONGOING FOR USVI THIS AFTERNOON AND WILL SPREAD WEST...WILL
BE MOST PERSISTENT TONIGHT AT EASTERN PR.

ASCAT SATELLITE NICELY CAPTURED A NICE TIGHT CIRCULATION AROUND
THE DEVELOPING LOW THIS MORNING (1325Z) AND THE LOCATION OF THE
ITCZ TOWARDS THE SOUTHWEST. LOW CURRENTLY NEAR 9.5/42.5W MOVING
WEST 20 KT OR MORE AND WILL INCREASE SPEED SOME TONIGHT/MON. SO
FAR IT IS EMBEDDED IN THE ITCZ AND ESSENTIALLY SHIELDED FROM THE
HUGE MASS OF SAHARAN AIR DIRECTLY NORTH OF IT. ONCE IT LEAVES THE
ITCZ IT MUST ENTRAIN AT LEAST SOME OF THAT AIR WHICH IS A STRONG
NEGATIVE FACTOR IN ITS DEVELOPMENT...SO IS THE EXPECTED FAST PACE.
BUT IT ALREADY HAS A GOOD CIRCULATION AND CONVECTION NEAR THE
CENTER AND SHORT TERM DEVELOPMENT SEEMS A GOOD BET. THIS SYSTEM
WILL LIKELY PASS SOUTH OF PR/USVI LATE TUE INTO TUE NIGHT AND IS
TOO EARLY TO NARROW DOWN WHERE (OR IF) STRONG WINDS WILL OCCUR HERE.

Discussion by HPC for PR.

TROPICAL DISCUSSION - INTERNATIONAL DESKS
NWS WEATHER PREDICTION CENTER COLLEGE PARK MD
637 AM EDT MON JUL 08 2013

PRELIMINARY DISCUSSION FOR PUERTO RICO AND THE USVI. MID UPPER
RIDGE EXTENDS FROM THE NORTH ATLANTIC ACROSS PUERTO RICO/USVI AND
INTO THE NORTHERN CARIBBEAN. TO THE WEST... DEEP TUTT LOW CENTERS
OVER THE CENTRAL BAHAMAS WHILE RETROGRESSING. AT LOW LEVELS WINDS
WERE FROM THE EAST-SOUTHEAST PEAKING AT 25KT AT 925 HPA. SAN JUAN
SOUNDING SHOWS SUBSIDENCE INVERSION ESTABLISHED AT 800 HPA WHILE A
MUCH DRIER LAYER WAS PRESENT ABOVE 550 HPA. WIDELY SCATTERED
CONVECTION WAS OCCURRING TO THE SOUTH OF PUERTO RICO MOVING
WEST-NORTHWESTWARD...WHILE QUIET CONDITIONS WERE DOMINATING THE
ISLANDS. THIS CONVECTION WAS ASSOCIATED WITH A TROPICAL WAVE THAT
CENTERED AT 61W AT 00Z.

MODELS SHOW STRONGEST CONVECTION IN ASSOCIATION WITH THIS WAVE
DURING THE DAY TODAY...WHILE STAYING MOSTLY TO THE SOUTH OF THE
FORECAST DOMAIN OVER THE OPEN WATERS OF THE CARIBBEAN. CONVECTIVE
INSTABILITY WILL PEAK THROUGH 18-20 UTC TODAY TO RAPIDLY DECREASE
INTO THE EVENING. THIS COULD ENHANCE MARGINALLY DIURNAL CONVECTION
TODAY. EXPECTING GENERALLY LIGHT ACCUMULATIONS GENERALLY IN THE
ORDER OF 05-10MM/DAY AND ISOLATED MAXIMA OF 15-20MM.

SYSTEM OF CONCERN IS NOW TROPICAL STORM CHANTAL...FORECAST TO PASS
SOUTH OF THE ISLANDS EARLY ON WEDSNESDAY (SEE NHC FOR OFFICIAL
FORECAST TRACK AND INTENSITY). CHANGES IN STORM TRACK AND
INTENSITY COULD GREATLY MODULATE THE AMOUNT OF RAINFALL IN PUERTO
RICO AND THE USVI...ESPECIALLY SINCE CHANTAL IS A SMALL CYCLONE.
MODELS ARE AGREEING IN HEAVIER PRECIPITATION AFFECTING HISPANIOLA
LATER ON WEDNESDAY...WHILE RESOLVING ONLY MODERATE ACCUMULATIONS
OVER PUERTO RICO/USVI. ALL LOW-RESOLUTION GLOBAL MODELS ARE
AGREEING IN TOTAL EVENT ACCUMULATIONS IN THE ORDER OF
20-40MM...WHILE THE HIGHER RESOLUTION GFS ADDS UP TO 25-50MM. THE
HIGHER RESOLUTION MODELS ARE NOT AVAILABLE YET. ALTHOUGH THE
MODELS AGREE IN AMOUNTS...IT APPEARS AS THEY ARE DOWNPLAYING THE
POTENTIAL FOR RAINFALL WITH THIS SYSTEM. WE ARE LEANING TO A
WETTER SOLUTION...WITH TOTAL EVENT ACCUMULATIONS IN THE ORDER OF
20-40MM AND MAXIMA OF 50-100MM...WITH ISOLATED HIGHER AMOUNTS IN
INTERACTION WITH OROGRAPHY. AGAIN...IT ALL DEPENDS ON THE EXACT
TRACK OF CHANTAL WHICH IS CURRENTLY A SMALL CYCLONE. THIS CAN
CAUSE LARGE DIFFERENCES IN RAINFALL OVER A SHORT DISTANCE.
STILL...IT SEEMS THAT SOUTHEASTERN/EASTERN PUERTO RICO MAY RECEIVE
THE HIGHEST AMOUNTS IF CURRENT FORECAST TRACK VERIFIES...WITH
HIGHEST POTENTIAL FOR HEAVY SQUALLS DEVELOPING LATE ON TUESDAY
NIGHT THROUGH EARLY WEDNESDAY AND WANING DURING THE DAY ON
WEDNESDAY.

The Reeve of Region, Marcelle Pierrot decided to cancel public events in the open air in the run-up to the temp you tropical Chantal and bad weather raging since the middle of the night from Sunday to Monday.

Because of these ongoing weather and expected for tomorrow, the Reeve of region asked the mayors to cancel this afternoon all public demonstrations in the open air, and invites the population to the greatest caution particularly in usually flood zones. Mayor of le Gosier announced "because of the outbreak of the vigilance yellow in anticipation of the passage of tropical storm Chantal, all the events scheduled at the throat that day and tomorrow (including the arrival of the GTSC au Gosier step)"
are cancelled."

Since these past hours, Guadeloupe is crossed by a storm-thunderstorm area, the origin of the moist and unstable time generating weather we are experiencing now. This situation should improve this afternoon and tonight.
But this lull will be short-lived since Guadeloupe will suffer at the end of the next night, the effects of tropical storm CHANTAL which is formed on the nearby Atlantic. According to information from weather-France services, it moves quickly to the West-North-West at 43 mph and was located at 5:00 local 10.4 ° N and 49.5 ° N, or about 1400 km to the southeast of Guadeloupe.
Due to the conjunction of these two phenomena Guadeloupe was therefore placed at the level of vigilance yellow for strong winds, heavy rains and storms, dangerous sea. Tomorrow, the time will therefore degrade early in the morning with the first showers associated with the storm CHANTAL. The rains will intensify at midday and will be accompanied by wind gusts blowing on average at 30 and 40 km/h in direction northeast, then at 60 km/h tilting in the Southeast, afternoon with gusts to 100 km/h.
The sea will become strong and chopped with lows exceeding 3 m in the Atlantic, 2 m 50 in channels.
