maybe to early to ask but was wondering if anyone has any outlook on how strong/weak the Arizona monsoon will be 2006?

Well, here in Maricopa County we are due for a stronger monsoon year. Last year was sporadic, and it brought a lot more "huff and puff" than it did anything else. Steve down in Sierra Vista will probably post his outlook on his website, and I've come to trust his mid-range predictions a lot.
I suspect we'll see some activity begin to pop up in June down in his area of the state. Not sure what will happen out your way or here in Maricopa County.
