The second mission, labelled 0201A CYCLONE is a standard title. 02 meaning the second mission, 01 meaning the first depression (should it develop into one) and CYCLONE being a standard name for a depression. However, it should be noted this is standard procedure and it DOES NOT mean that the NHC nor the 53rd Wx Recon Squadron believes it will definately become a TD.
So in short, no they don't believe it will.
