It is pulsing...right now it is in the weaker phase of
the pulse...when it pulses strong I think it could develop.

Agree. Still I wouldn't use the term "poof" or "dead" to describe this system. Just struggling.

The closest buoy is appx 180 miles north and is reporting east winds @ 20 gusting to 25 mph....pressure 1013.8mb.

Just because it looks ill dont mean it can;t 1 be a depression and 2 have a LLCC there somewhere!!!!!!!!!
