96C.Invest is up on the NRL for the Central Pacific ocean:

FOR THE CENTRAL NORTH PACIFIC...BETWEEN 140W AND 180

Showers and thunderstorms about 950 miles southeast of Hilo have weakened over the past six hours. However, the latest quikscat pass does show low level troughing in the region. The area will be monitored for any development.
Elsewhere, no tropical cyclones are expected through Friday morning.

If a fourth system were to form in the CPAC, it would be the first time since 1982 that the basin has had 4 homegrown systems. That year, all four were named.

It does appear unlikely that 96C will make #4, though, as SHIPS, which has been very bullish on CPAC systems (with the exception of Ioke) is barely bringing it to TS strength.
