Call me dense but....
how the heck can they declare Kerry to have MO with 3% of the vote counted? I mean, what if he loses most of the other 97% of the precincts?

I asked that same thing last week in the NH primaries. It is ridiculous

This was basically my response to Blizzard's mention of the New Hampshire Primary last week. There isn't just looking at the percent reporting in those early stages of the ballot counting.
It is also true that the areas that haven't been counted are being figured in beforehand in a sense and added into the data already in.
So, I agree to a point when there the percentage reporting is below 30% or so, it does make us somewhat wonder why they even announce the winner right at the top of the hour... when the polls and caucuses closed (at least on Fox News Channel).
