A question for someone with experience: is the upper level low at about 25.5 76? If not, what is that swirl?

I know that the LLCC is at about 23.5 76.5.

Is it more likely for the ULL to pull the LLCC north to it? or is it more likely that the LLCC to pull the ULL to it?

not really a expert on this so correct me if Im wrong.(METS)

I believe a ULL will have a tendency to cause shear across a TD /TS or if positioned right help ventilate a TS. I dont think it actually would pull the LLC to it or vise versa. Doesnt work that way.... :D
