Ok lets get real...winds get higher yes, but a couple of stories scarcely
makes a difference. If I was in NO in a major hurricane and couldn't
get out, I would ride it out in a solid building above the second floor.
Not sit around at ground level waiting to drown like a lemming !
However, the infirm and the just plain ignorant would be in trouble.
If you look back through the archives (though maybe you can't with traffic), we discussed the ins and outs of this at length pre-Dennis. There are pros and cons on both sides, but of course, if buildings above two stories are open to them, anyone would take that option instead of drowning. Its the idea of high rise evacuations popularized a few years ago that aren't feasible because of the higher winds.
