Question about Help for Orphans/Foster Children

Ok, hopefully someone will know where I can start. One of my husbands friends is one the board of catholic charities in south florida. They want to put together something for perhaps placing children (orphans/foster children) who have lost their place to stay because of Katrina. I was put on a mission to figure out who they would have to corridinate with to put this through. Any thoughts on where to start???

As a former foster parent, I can pretty much assure you that the gov't will not be handing over any child in their custody to anyone but licensed foster families. They have to assure the safety of the child and make sure whomever a child is placed with has been well screened, background checks, trained by DSS etc. We went through months of preparation to become foster parents. I am sure they are going to be scrambling to find enough foster homes for these kids.
